You turn a sideways scan the right way up, close the file, open it again, and it is sideways once more. That happens because most PDF readers rotate only your view of the document, not the document itself.
A PDF stores a rotation value for every page. To fix a file for everyone who opens it, that value has to change and the file has to be saved again. This guide shows how to do that for one page, several pages or a whole document.
Rotating the view versus rotating the page
Acrobat Reader, Edge, Chrome and most phone viewers have a rotate button that turns the page on your screen. It is meant for reading, and it is either not saved at all or saved only in that reader's own settings, so whoever you send the file to still sees it sideways.
Page rotation is part of the file. Every page in a PDF has a rotation of 0, 90, 180 or 270 degrees that every viewer respects. Changing that value is lossless: nothing is redrawn or recompressed, so text stays selectable and images keep their quality.

Mixed orientations
Reports often mix portrait text pages with landscape tables or drawings. Leave landscape pages as they are if they read correctly when the document is turned, and rotate them only when a reader would have to tilt their head. A scanned batch fed into the scanner upside down is the opposite case: one 180 degree rotation of all pages fixes it in a click.

Why some files still open sideways
